have
been
holding
meetings
with
Japan’s
Environment
Minister
Tetsuo
Saito
to
try
to
pave
the
way
for
an
international
agreement
to
cut
carbon-dioxide
emissions
ahead
of
the
crucial
UN
meeting
on
climate
change
in
Copenhagen
at
the
end
of
the
year.
