The governing Liberals had included offshore wind in their landmark 2009 feed-in-tariff (FIT) programme, going as far as awarding a 20-year premium fixed-price power-purchase agreement to Windstream Energy for a proposed 300MW wind farm in Lake Ontario, off the city of Kingston.
