Developers face fines of 1m rupees ($21,800) per megawatt per day for PV projects delayed beyond three months - or five months for solar-thermal projects. The government has also been criticised for its insistence that half the NSM's capacity come from solar-thermal installations, given the greater maturity of the PV sector, and the fact that India does not have a single solar-thermal project in the ground.
