Fort Worth: The utility holding company says it will consider proposals for long-term power-purchase agreements or buying newly developed wind farms. Xcel officials hope to nail down deals, given prevailing uncertainty over whether the Section 1603 cash grant programme enacted in last year's American Recovery and Reinvestment Act will be extended by Congress at the end of the year. The incentive offers wind developers a grant in lieu of tax credits, a move aimed at helping overcome liquidity problems in financial markets.
