Irena's 2011 working budget is $18m. The largest chunk, 42%, will come from the United Arab Emirates, as part of the package of promises it made in its winning bid to host the agency. A further 38% is meant to come from Irena's member states, while the rest will be paid by Germany and Austria, which lost bids to host the headquarters, but will play home to satellite bureaux.
