In Sweden's coalition agreement, the Social Democrats and Greens say that state-owned Vattenfall, the largest utility in the Nordic region, will be key to its planned energy transition.
Unlike other changes in energy policy, the minority government will not need parliamentary approval to change Vattenfall’s direction. Company policies are laid down in the so-called “owner’s directive”, which tells the utility, usually in general terms, which way to go.
