Two US senators introduce carbon "cap-and-refund"

Two US senators introduced a climate bill on Friday that would limit trading of greenhouse gas pollution allowances to large emission sources and fossil fuel producers and importers, and distribute 75% of the revenue from their sale to taxpayers as “dividends.”
