India: 'no' to CO2-reduction target in Copenhagen

India has definitively stated that it will not sign any treaty that would hold it to even a modest reduction in its carbon dioxide (CO2) emissions over time, despite having recently leaked one of the world's most ambitious solar-energy strategies.
